If a Z-Wave firmware update stops with:

Error while calling updateFirmware: Failed to start the update: Firmware target #0 is not upgradable! (ZW1501)

this means the Insert's flash memory has faulted, so the update cannot start. It is a hardware fault rather than a problem with the update file, your hub, or how the update was run, so retrying it or trying a different hub will not clear it.
